THE ROLE

Swedish Health Services is part of Providence and comprises an integrated healthcare delivery network inclusive of extensive ambulatory care and inpatient services, serving the Seattle/Puget Sound area. With the health system’s continued focus on the strategic growth and transformation of ambulatory services, Swedish Health Services’ leadership has launched a national search to identify and exceptional executive to serve as Chief Operating Officer for the Swedish Physician Enterprise. The Chief Operating Officer (COO) has a dyad partnership with the Chief Medical Officer (CMO) and together they will be responsible for the clinical, operational and financial management of the ambulatory network inclusive of the Swedish Medical Group, free standing emergency departments, urgent care clinics, and other ambulatory enterprises. The focus of the position will be to ensure the strategic development and operations of the rapidly growing area of ambulatory services across Swedish Health Services, focusing on patient needs, excellent service, efficient performance and optimal outcomes.

Swedish Health Services has integrated with Providence, and the organization as a whole has been transitioning to a higher level of standardization, heightened use of benchmarks and metrics, and an overall higher level of accountability to corporate standards and protocols. The Chief Operating Officer, Swedish Physician Enterprise is expected to lead these efforts as an integral part of the executive leadership team, bringing a stronger sense of accountability and rigor to all operational and financial matters in the ambulatory care environment. This executive will move the organization toward an integrated approach to care, a unified approach to clinical service and expanded access to primary and specialty care across the system. The leader will be expected to protect and strengthen relationships with employees, staff and medical staff throughout the organization, leading an engaged team that takes pride in its work and in the reputation of the health system.

The Chief Operating Officer will be an experienced, proven medical group leader. They will have served in a complex and matrixed environment in a large, integrated health delivery system and will have significant experience running a highly effective multispecialty medical group. They will be a proven change agent who understands systems engineering and the use of data analytics to drive operational, quality and financial levers to positively affect results. This person will be experienced in leading and implementing innovative quality, safety and performance improvement initiatives to achieve superior clinical quality and favorable financial outcomes with high satisfaction levels for patients and staff. The COO will bring process improvement experience and knowledge of best practices and contemporary industry standards to the management of an ambulatory enterprise. Importantly, this person will have demonstrated success in working directly and collaboratively with physicians and other senior executives, both inside and outside the organization. Their leadership style will be one that is proactive, results-oriented and shows a history of achieving positive outcomes in complicated, changing and multifaceted environments.

ESSENTIAL FUNCTIONS

The COO and CMO dyad provide overall leadership and direction for the Swedish Medical Group and the Ambulatory Care Network to deliver high quality and cost-effective ambulatory health services within a fully integrated healthcare delivery system. The positions are accountable for identifying and implementing opportunities to optimize ambulatory and group practice operational performance, physician alignment, clinical transformation, and coordinated care delivery across the continuum of care. The COO and CMO dyad are also responsible for the execution of region/system strategies that reflect shared priorities for clinical effectiveness and financial performance. They will effectively manage the overall cost structure of the Ambulatory Care Network and Swedish Medical Group through the development of effective support management functions and will create efficiencies through utilization of continuous improvement processes and systems. The executive ensures an organizational culture that maximizes provider and caregiver engagement, and collaborates closely with the leadership of system-wide support departments to ensure effective operations. Specific responsibilities include:

  • Lead the Ambulatory Care Network, Swedish Medical Group, free standing emergency departments, and other ambulatory enterprises.

  • Ensure that each of the services fulfills its strategic role within the overall vision and strategy of Swedish Health Services and Providence System.

  • Collaborate with the senior executive team in developing and implementing the Ambulatory Network's infrastructure and strategies in clinical practice, technology, and service. Redefine the delivery model to deliver the most care at the lowest possible cost.

  • Standardize organizational structure, systems and processes across regions that align with the overall Swedish strategy. Be able to effectively integrate newly acquired groups or individual physicians.

  • Assess and improve the practice care model for ambulatory programs to maintain relevance within the market locally; oversee the implementation of service features as they relate to the care model.

  • Develop innovative care coordination models that bridge the transition from acute to ambulatory care setting, improving the organization's position for population management and value-based reimbursement.

  • Provide leadership in building a cohesive service excellence culture which is contemporary and patient oriented.

  • Maintain and enhance the fiscal integrity of the Ambulatory Care Network and Swedish Medical Group; oversee budget preparation, monitor financial performance, and take appropriate action steps to correct budget variances.

  • Participate in performance improvement, quality improvement, patient safety and patient experience initiatives.

  • Keep current on technological advancements and the evolution of digital medicine and its implications for ambulatory care services.

  • Maintain awareness of governmental regulatory and reimbursement matters and their impact on the delivery of ambulatory services. Ensure that the enterprise is following all regulatory requirements.

  • Ensure a positive work environment that demonstrates dedication to the health system’s mission, vision, and values and that provides for caregiver wellness and employee engagement. Create a culture that maintains high employee morale and ensures positive relationships between employees and management staff to enhance productivity and optimize the quality of work life in the organization.

  • Develop the ambulatory leadership team and promote an open and highly accountable environment where leaders can grow and work autonomously in a complex environment.

  • Select and develop leaders who will meet the organization’s goals and objectives. Recruit, train, manage, monitor, and mentor management and administrative staff and ensure a strong succession plan for key positions.

  • Maintain and enhance positive relationships with the medical staff and employed provider network; integrate physicians and Advanced Practice Clinicians (APCs) into the decision-making process on key initiatives and improvement strategies to ensure that physician and APC needs are met.

  • Lead and develop strategies for provider compensation to support organizational objectives and the effective recruitment and retention of physicians and other care providers while maintaining fiscal discipline and regulatory compliance.

  • Create a culture of accountability based on business analytics to include metrics and dashboards developed collaboratively with physicians, the medical group leadership team, and others.

  • Provide leadership and work collaboratively with managers and staff to evaluate new opportunities to develop programs and services that improve the organization’s market position and meet community needs.

  • Proactively seek opportunities to recruit additional medical groups and/or individual physician and advanced practice providers into the medical group. Ensure effective on-boarding of new groups and individuals.

  • Maintain confidentiality of records, patient, employee, or physician group/clinic information always. Ensure information and conversations regarding patients are secured from public access.

  • Lead and oversee the selection and development of new practices and clinic sites including operational responsibilities such as staff human resources decisions, financial agreements, ensuring legal and regulatory compliance and oversight of remodeling, as well as new construction.

  • Operate Swedish Medical Group to ensure financial strength, reviewing results on an ongoing basis and taking corrective action to achieve the annual budget.

  • Selects and develops leaders who will meet the organization's goals and objectives. Responsible for the effective selection, training, disciplining, terminating, and performance improvement education for identified management and administrative staff.

  • Leads quality improvement activities, which promote employee/physician involvement in decision-making on work organization and patient care delivery.

Qualifications:

IDEAL QUALIFICATIONS

Education/Certification

  • Bachelor's degree in a Healthcare Administration-related field is required.

  • Master's in Health Administration, Business Administration, or another field is required.

Knowledge and Work Experience

  • A minimum of five years of experience in physician group management or ambulatory healthcare management is required, preferably within an integrated healthcare delivery system in an environment of relevant scale and ability to work within the matrix reporting structure.

  • Experience in a highly competitive, rapidly growing, and dynamic healthcare market is required.

  • Strong working knowledge of clinical operations and physician group practices, financial management, cost analysis, information systems and insurance contracts.

  • Proven ability to recognize, balance, and facilitate the diverse needs of ambulatory services, acute care sites, and healthcare across the continuum of care to achieve agreed upon organizational objectives.

  • Strong knowledge of regulatory and compliance issues including physician practice regulations, Stark laws and other regulatory, compliance and legal matters relevant to ambulatory care and physician group management.

  • Strong working knowledge of ambulatory and clinic operations and physician group practice operations including financial management, information systems, and operations.

  • Working knowledge of billing procedures and reimbursement as related to ambulatory services and medical group practices.

  • Knowledge of contemporary business practices, including digital strategies.

  • Understanding of physician compensation design and methodologies to support physician growth and retention.

  • Strong business acumen and financial skills. Possesses mature operational skills, management skills and fiscal competence.

  • Dedication to patient safety, quality, patient experience, and efficient use of patients' time.

  • Well-developed strategic skills; highly collegial and able to understand the objectives of an integrated healthcare delivery system.
