Providence Program Manager, Advocacy & Government Affairs - WA in Renton, Washington

Providence St. Joseph Health is calling an Program Manager, Advocacy & Government Affairs to our location in Renton, WA.

The Program Manager, Advocacy & Government Affairs, WA/MT is responsible for advancement of state legislative and regulatory advocacy function, including research and policy analysis, implementation, and communications with internal and external audiences on priority Providence issues that relate to health operations in Washington and Montana and, when needed, supporting government affairs operations across the system.

In this position you will:

  • Monitors major initiatives of state regulatory and enforcement agencies in Washington and Montana. Also monitors legislative policy agendas, the governors’ policy agenda, executive branch initiatives and provides counsel and information to operations leaders and others where appropriate.

  • Conducts research and policy analysis, implementation analysis, and communication with internal/external audiences on priority policy issues that relate to health system operations.

  • As coordinated by the Director, State Government Affairs, serves as the lead Providence contact with certain state agencies on policy issues impacting the organization and develops relationships with key executive branch officials.

  • Reviews, analyzes, and identifies relevant operational issues that would occur as a result of legislative and regulatory pronouncements and activities of agencies and advisory bodies.

  • Establishes and nurtures a strong focus on health care policy and advocacy services at the local level including work with local community boards and staff. This position is accountable for building and supporting the local infrastructure used to achieve Providence public policy objectives.

  • Understands and supports the mission, values, and goals of Providence and ensures that position papers, advocacy efforts and related regulatory affairs efforts are compatible with the core values of the organization.

  • Drafts position statements, media materials, newsletter articles and collateral pieces for use in region and system-wide internal and external strategic communications on health and social policy issues that inform public opinion about health care, Providence and public policy issues

  • In close coordination with the Director, Government Affairs – WA/MT, performs duties related to the day-to-day advancement of the Providence government affairs agenda, including preparation of issue briefs, testimony, and action plans that include tactics to successfully pursue Providence objectives in the legislative and rule-making processes; monitoring other health policy issues that may arise; representing Providence on committees and task forces as appropriate; communicating with Providence leaders about issues through written and verbal presentations; and involving Providence leaders in the formal policy process including the filing of comments on rules with a material impact on the organization.

  • Assures that Providence policy positions are effectively communicated to state policymakers on major legislative and regulatory issues with a desired outcome that any final policy pronouncement reflects Providence goals and priorities.

  • Coordinates with strategy officers to aid in evaluating the implications of state legislative and regulatory requirements on business planning decisions.

  • In coordination with the Director, Government Affairs – WA/MT, serves on Providence committees where public policy/advocacy advice or representation is needed.

  • Coordinates activities with Compliance, Revenue Cycle, Audit Services staff and others to aid in the timely updating of compliance plans and in communicating the detailed effect of various legislative and regulatory changes in a manner that can be implemented by individuals responsible for operations.

  • Supports the advancement of government affairs advocacy efforts across the health system.

  • Supports dyad partnership with Community Health Investment to drive community engagement and caregiver activation.

  • Advances team integration and functioning by developing and balancing individual strengths, gifts and challenges; and valuing diversity. Ability to participate in a team effort to accomplish tasks and goals, meet deadlines, handle sensitive information and adapt to shifting workload.

  • Knowledge of local, state and federal governmental legislative and regulatory processes and government relations.

  • Demonstrated analytical, creative conceptual thinking, research, presentation and writing skills

  • Demonstrated independent and complex problem solving skills.

  • Proactively identifies ways to enhance or improve programs, processes and systems.

  • Excellent communication skills, both orally and written. Demonstrated skills in working collaboratively, courteously and tactfully with difficult situations and/or people to identify issues and solve problems. Exercises discretion, sensitivity, tact and respect for confidentiality at all times.

  • Other duties as assigned.

Qualifications:

Required qualifications for this position include:

  • Bachelor's Degree in Public Policy, Law, Political Science, Business, Communications, Government, Health Administration or related fields

  • 4 years Work experience in legislative or regulatory activities, or an equivalent combination of education and experience. Demonstrated program management, communication, analytical, creative conceptual thinking, and writing skills are required. The position requires demonstrated competency in research, writing, public speaking, and personal computer and software applications

Preferred qualifications for this position include:

  • 2 years experience in the state of Washington and Montana
