THE ROLE

The Senior Director, Patient Safety & Risk Management leads and promotes ongoing innovation, development and provides strategic direction for the coordination of a Just Culture for quality, reliability and learning in care delivery.

The Senior Director works closely with system/enterprise and service area partners, internal stakeholders and others to lead in the provision of a consistent and uniform approach to risk mitigation and the treatment of legal matters throughout Providence Swedish, North Division.

The role provides effective leadership for operational leadership to the division patient safety and risk management programs, improving safety and reducing clinical risk.

The Senior Director serves as the internal subject matter expert and consultant for the interpretation of standards, tones, tools, behaviors that create safety culture and serves as the North Division team leader and representative in enterprise-related Caring Reliably activities.

In conjunction with local teams, the role serves as liaison to external agencies, such as The Joint Commission, Det Norske Veritas, Washington Healthcare Authority, Alaska Healthcare Authority, Center for Medicare and Medicaid Services and any state Patient Safety Commissions.

The role is responsible for: creating, developing long-range plans, as well as reporting, budgeting and forecasting efforts related to reliability, quality, safety, and in follow-up to reporting of performance in demonstrating results of efforts for each ministry/facility. This includes establishing and maintaining linkages with ambulatory clinical services division, Providence Medical Group, Home & Community Services, and the Clinical Program division and the Providence Health Plan. Creates the North Division's vision and strategy for Caring Reliably, Providence's high reliability efforts.

Creates division vision and strategy for Clinical Risk Management. Identifies areas of division and local quality and safety performance opportunities through data analysis, event review and stakeholder interviews

These activities are foundational to the diverse group of division and ministry Executive leaders in making valuable use of information in developing and supporting system and organizational clinical improvement strategies, resulting in the application of clinical standards that address quality, access and safety in the delivery of patient care, minimize and eliminate risks to patients and caregivers alike.

The Senior Director role is critical to support the organizational commitment to health for a better world and the promise of "know me, care for me, and ease my way".

Essential Functions:

  • Strategic:

  • Collaborates with Executives in the North Division to set key strategic objectives and direction that promote a unified vision and culture of quality, patient safety, and risk mitigation across the continuum of care.

  • Directs, offers and provides a strong and consistent voice to champion patient safety efforts in PSJH, Providence Swedish and the North Division.

  • Maintains strong relationship with and serves as liaison to Providence St. Joseph Health enterprise-wide division of Patient Safety, Department of Legal Affairs, and Risk, Claims and Insurance to develop and implement organizational strategy as approved by State Quality Councils and ensure alignment with division, state-wide and local initiatives.

  • Maintain expertise and current knowledge of safety requirements and risk mitigation strategies, monitoring constant changes and facilitating non punitive reporting of adverse events and sharing of information related to successful clinical outcomes.

  • Provides leadership to and collaboration with North Division Core Leaders for goal setting, problem resolution, resource management, assessment, education, consultation and outcome achievement.

  • Tracks, trends, and analyzes patient safety events and risk cases and provides routine reports to leadership, including various state Quality Councils, Community Ministry Boards, Executives and key stakeholders.

  • Serves as primary liaison and representative to external patient safety and risk-related agencies and consulting groups.

  • Establishes methods for translating the emerging trends in care delivery, translating and promoting the changes and actions needed into development and implementation of best practices that achieve patient safety, reliability and quality in care.

  • Develops educational programs and improvement strategies to obtain and/or maintain performance targets established by the PSJH system, North Division and state and federal payers.

  • Works with local teams to guide the reporting of risk cases, claims and lawsuits to North Division Executives, Quality Management & Medical Staff Services, and the ministry Administrative teams.

  • Sets operational tactics based on Division strategic objectives.

  • Management:

  • Provides leadership and management to Patient Safety Specialists and Risk Managers in directing, supervising and planning the activities to improve patient safety and reduce claims/lawsuits.

  • Responsible for mentoring, coaching and development of leadership in staff members of the team.

  • Responsible for the ongoing development and revision of performance standards for job categories in department(s).

  • Oversees staff to manage to balance both division and system office requests and assignments related to compliance, patient safety and risk management.

  • Accountable for the performance of all Patient Safety and Risk Management and assistant team members.

  • Operational:

  • Leads the integration and adoption of Caring Reliably tones, tools and safety behaviors across the North Division care continuum.

  • Leads efforts at the implementation and maintenance of Fair and Just Accountability values across the North Division.

  • Directs the investigation of serious safety and sentinel events and risk management/claims cases with the appropriate groups.

  • Oversees the preparation of Root and Common Cause Analyses and assists in assuring the tracking and follow-up of corrective and preventive actions.

  • Serves as the sponsor of the Datix patient safety reporting program integration. Oversees regional adoption of the platform, continued use and tracking/ trending.

  • Directs the coordination of the North Division's participation in the Culture of Safety survey.

  • Collaborates with the North Division's Chief Medical Officer, Chief Nursing Officer, Ministry Executives, Ministry Chief Nursing Officers, Department Managers and caregivers to measurably enhance the quality, process and cost effectiveness of patient and customer services rendered.

  • Responsible for managing the projects and focused engagements to ensure positive progress and delivery of services within the scope of work related to patient safety and risk management.

  • Accountable to manage and oversee the portfolio of safety initiatives, claims and legal issues, providing ongoing communication of progress to leadership.

  • Maintains expertise of important and emerging topics, matters and issues in the current healthcare environment to serve as consultant to a diverse group of leaders and stakeholders accountable for patient safety and risk mitigation across the Central Division.

  • Responsible for establishing and developing a collaborative community from various programs around the Central Division to share information, best practices, and network in support of aligning efforts to optimize efforts at maintaining patient safety and mitigating risk.

  • Serves as member of the North Division Quality leadership team and as a liaison to the Chief Medical Officer and Ministry Directors of Quality Management & Medical Staff Services in all matters related to patient safety and applicable care delivery standards.

  • Demonstrates understanding of models and utilizes tones, tools and behaviors that promote patient safety in a highly reliable organization.

  • Coordinates and collaborates with North Division Directors of Operations, Accreditation, Clinical Analytics and Utilization Management/Clinical Documentation Improvement to share performance in adherence to standards.

  • Works collaboratively with Clinical Project Managers in maintaining compliance for PH&S, North Division and respective ministries.

  • Performs all other work-related duties as required.

  • Collaborates with System and Divisional Executives and Leaders to ensure adherence with all aspects of CIA within the North Division.

QUALIFICATIONS

  • Bachelor's Degree in Nursing or other clinical field

  • Master's Degree in Nursing, Public Health, Business, Business or Healthcare Administration, or enrolled in a Masters level program

  • Upon hire: Washington Registered Nurse License (Vendor Managed), or Alaska Registered Nurse License (Vendor Managed). Other clinical license will be considered.

  • 7 years of experience in nursing or other clinical field with 5 years in acute care setting

  • 7 years of experience in progressive leadership and management roles

  • 7 years of demonstrated experience with managing professional staff who work independently on tasks and projects required

  • 5 years of recent experience in principles of high reliability IHI (Institute for Healthcare Improvement), TJC (The Joint Commission) survey, state and federal inspection comprehension and experience required

  • Demonstrated strong oral and written communication skills, effective with both individuals and groups, regarding complex issues or regulations

  • Expert knowledge of Caring Reliably, The Joint Commission (TJC), Regulations and State/Federal laws which affect healthcare activities. Introductory/working knowledge of Det Norske Veritas

  • Demonstrated excellent problem-solving skills and use of computer applications

  • Demonstrated excellent skill in planning and managing the decision/development process

  • Demonstrated successful organization skills including prioritization and time management

  • Known dedicated work ethic with a commitment to client service excellence, serving as resource, consultant and providing coaching to others

  • Ability to drive strategic projects for the organization with a leadership presence that can cross multiple business lines and have a large financial risk impact to organization

  • In-depth, advanced clinical skill set in care delivery, patient safety, reliability, and the quality required for successful patient outcomes

  • Demonstrated excellence in interpersonal communication, group process development, meeting facilitation and conflict resolution skills

  • Demonstrated team-oriented leader who promotes collaboration and unity in achieving goals

  • Must have a strong ability to communicate and maintain positive professional demeanor

  • Must have knowledge and understanding of the trends and changes taking place in health care and their implications including healthcare reform, state Medicaid programs, Medicare products and emerging methodologies for risk mitigation/compensation.
